You take two coils/magnets, one for positive and one for negative, position them close and have them counter rotate relative to each other.
You can make all sorts of machines by warying the speed/angle of rotation and the frequency of the electric current.
Energy shields, anti gravity, portals, time travel, transmutation by displacing electrons in atomic structures.

look into Dan Winter charge collapse theory regarding how gravity works, if that is true then gravity engine manipulation is possible, also based on stuff Bob Lazar described when they tested the UFO engine and observed gravity field manipulation.
