This is one of the worst cases of writing Oda has ever done, but no one cares about it because it's such a brief moment and it's Caesar. The logic is that Caesar is evil so Caesar is happy about Ohara. He's a mad scientist who will ultimately go behind the back of the government who hired him. He wouldn't care about the lives of the people on Ohara, but he would be feeling a lot of trepidation. A better scene would be if he was angry about Clover, instead of happy, but his thought bubble was him thinking about how to play his own cards right.

Buggy's constant failing upwards has been great. It's why Oda is Toriyama's true successor despite writing a very different manga with different priorities over a fighting shonen base layer. If you can imbue objects to make them stronger at a task (dps/tank: swords/arrows) then applying the same logic to wind knots also works. It really extends to everything. This is the flaw. Because that would make Joyboy/Nika evil and mean that Luffy inherited his will from someone evil and is using evil powers.

It's the best post timeskip arc so far, in my opinion. After floundering with Wano, Oda is on a roll again. Vegapunk's speech felt dragged out when reading it weekly, but on re-read it's not that many chapters, and there's other stuff happening.
