Basically what the other anon said. It's one of those English dubs from that sweet spot where anime was beginning to break into the mainstream but hadn't quite fallen under the thrall of moneyed interest, and therefore, the dubbers actually took it seriously and did a decent job with it.

It's one of those "left to interpretation of the viewer" situations. Paradigm is alluded to being a literal stage and angel is the director hence why she takes on the form of big venus at the ending on said stage as a way of restarting everything over from episode 1. The issue with this is that if it is really a stage then how did roger and dorothy appear in the broadcast room with her at the end? Why was angel there next to dorothy as roger drove by in the intro from the first episode after the reset? Do they still have memories of what happened previously? That's kind of where the viewer needs to fill in the blanks.

My interpretation based on the flashes of Real Angel watching the Metropolis Screen, is that she is running a "what if machine" trying to find a scenario in which Roger picks her over Dorothy.
All the allusions to the state of the world, such as R. Dorothy's father being behind the Megadeus and androids are accurate to the setting, the difference is the sudden event that "destroyed the world" and memory wiped everyone never happened, that is Angel's fan fiction scenario or perhaps a protocol in how the simulation operates.

Dorothy shows emotion through actions or words, only very few times have we seen her break the emotionless facade she portrays for most of the show in extreme situations. Most of them being when she herself or someone else she cares about (usually roger or norman) is in danger. Roger seems to be the only person who can emotionally manipulate her due to his lack of empathy towards her and ability to read her mood or emotions. This in turn makes dorothy attempt to be more expressive around roger since she has an emotional attachment to him mostly stemming from the trauma induced from watching her grandfather being murdered right in front of her (the only other person she ever felt comfortable showing emotion in front of) and roger being the one to save her. However around everyone else she remains emotionless unless showing some form of empathy towards her which is rare.

I don't know what show you're talking about but sure, why not? I prefer the dub for Red Garden, a show that takes place entirely in NYC, and if it were available I'd watch a French dub of Ikoku Meiro no Croisee because that show takes place entirely in Paris, France. A non-Japanese setting is the best excuse to not watch it in it's original language.

I think it's a commentary on the audience, and perhaps ribbing on Adult Swim's request to solve the mystery, given it was never meant to be solved. Schwarzwald, the character obsessed with finding out the truth, makes his final appearance by crashing into a stagelight. Kind of like The Holy Mountain's ending; it's a film, zoom back camera. Probably overthinking it though.

It's Angel running a sim.
The fact that SSSS.Gridman ripped off of BIG O but made the twist more obvious by using the setting established by Gridman is further evidence of this (You really think the whole thing with Akane having giant invisible Kaiju destroy and rebuild her fanfiction world wasn't a reference to Angel and her Bigs?)
Think of it like this, you have a computer that predicts outcomes, the first thing it needs is context.
So Angel has it simulate their world from the ground up.
All the little details of what Paradigm was before the memory wipe, even the dream sequence where Roger is a general and Beck is a banker, are based on what is most likely reality.
The computer completes the sim, Angel then starts her experiment.
Angel, as the admin, manifests as Big Venus, the Megadeus serve as her enforcers as they are probably symbols of her countries might IRL.
Angels experiments kicks off with the Megadeus destroying the sim and memory wiping the residence with exception of certain details which Angel needs to full fill her experiment.
Her query is "What has to happen for Roger to love me".
The experiment the show takes place in is not the first, she has ran it many many times, enough times that the programs within have started to take notice and reject the reality the simulation has constructed.
She has stripped away so much of the world that Paradigm is the only stage and nothing adds up for the sims inside, resulting in Schwartzwald and other incidents of characters mentally snapping.

The problem is that thanks to everyone wanting voices that sounded accurate to the Japanese voices, they hire based on how close the voice sounds, and direct them to deliver their lines with the same delivery the Japanese lines did. Her skin is pale but not to the point where it's off putting and gives off the impression that she's delicate making her stand out even when compared to a bombshell like angel. She has bags under her eyes but it complements the pale skin tone and subtle eye lashes that blend in with her thick mascara on the upper eyelids and thin eyebrows. Her red bob cut hair is perfectly shaped with the tips of her hair being nicely curled, bangs that just barely cover her eyes and complete with a nice black hairband. Her large black eyes give off the appearance of someone with no soul to the untrained eye due to her blank stare but if one really looks hard enough you can see innocence and even sadness sometimes. Dorothy is perfect in a strange way and that's what makes her beautiful.
