The strategy involved Friede, Uruto and Roy flying around in the air to attract attention so the others could sneak through the forest and reach the center of Rakua, where they would meet up with Amethio. It sort of worked (Sango fell for it, Onyx caught on), but it turned out the Explorers were aware of the entire 18 Teras Type plan and knew they only had to keep one of 18 specific Pokemon from reaching Rakua.

Those are just iconic-ish lines from earlier episodes. It's the "everything you've done has been as we have foreseen" line from when they first lifted the seal in Rakua, his quotes from when he first demonstrated the effects of Rakulium, one where he says Blacky has nice fur that I forgot where is from, the "annoying bugs must be swatted down" line from when they first defeated Rubella and Indi, and the "the world will soon bow before us"line from right after the timeskip.
