Depends on what you like doing or would be otherwise limited to by time restraints. I spent most of my NEET time driving along the beach or driving up in the mountains and camping.

make something so powerful that it makes your neetdom completely irrelevant and look petty in comparison

Like what? Ive been learning guitar but I progress very slowly and lose hope. I also feel like I could be learning something that will be useful for my job in the future

Trade school. Auto repair. Even if you never get a job as a mechanic, it's always useful to know how to fix up your own car (for when you get one if you don't have one), and it looks good on your resume. Fridge/AC and hvac too

How long do you practice? Do you practice everyday? You could dedicate some time to listening to other guitarists and artists. You could study the history, music theory, the workings of guitar, how amps and pedals work, etc. You could expand your study to music as a whole which would improve your musicianship.
Do you have a specific job in mind?

You literally have 24 hours a day to do anything, spend that time locking in on something, and you'll be able to master it.
