Yes it's very clear to see who are the assholes or social outcasts. For example the people that get really upset about strangers online. I have no idea who the guy is in real life, but he strongly reminds me of the character Kenny Powers, from the TV show, Eastbound and Down.
Kenny was a washed up baseball player, who failed to live up to his potential.
Instead of playing baseball professionally, he ended up a gym coach in his home town.
Kenny would wear embarrassingly cringe outfits like the guy in the OP, that drew people's attention and were a way for him to show off how confident and arrogant he is.

The character had these frequent delusions of grandeur and accomplishment, that only existed in his mind.
He also fucked over his friends and business partners constantly, to his own advantage.
But for as much of a near constant disappointment as Kenny was to everyone that came in contact with him,
