The grim thing is that CPI severely underestimates real inflation. They literally remove items from the basket of goods if they increase too much in price, citing external factors. While they leave items that increase less than the inflationary rate.

When you factor in everything, peoples purchasing power has diminished at a far greater pace than the CPI shows

In fairness, this is also kind of skewed because the gap between high cost of living and low cost of living areas has particularly skyrocketed as a result of how insanely expensive it’s become to live in a place like California or Washington State even compared to 10 years ago. In 2010 making $100,000 in Cali was equivalent to making $50,000 in some quiet place in the Midwest, now it’s more like $200,000 being equivalent to $50k there.

Removing stuff from the basket of goods makes sense though. The whole question of "what does a human need for survival" is very relative. At the most basic it is a shitty shelter and enough calories to not starve, but these needs obviously shift as society develops and regresses. Humans are pretty adaptable.
Capitalism is contradictory in that it wants to tend toward the bare minimum for most people (lower wages = moar profit), but it cannot or else commodity circulation ceases (no wages to by anything). The opposition of these forces operates similarly to the forces that result in an an orbit, and results in periodic boom and bust cycles.

The difference is not as great as you make it, and as mentioned above also depends on the relative qualities of the cost of living. At it's most basic, the high and low COL areas only really vary by 1-2x the average (~30k to ~80k). 50% of the country is below this 30k line, and so cannot afford basics anywhere in the country.
