a lot of cons will have explicitly require footwear because of sanitation/safety concerns. you can take them off if you're just taking photos but you're expected to have 'em on if you're walking around.
if having the dogs out is an important part of your look you should just buy invisible sandals/shoes
for cons at waterparks like CCE it's different, but those exceptions are few and far between

This, if feet are such an important part of your cosplay then there are invisible sandals and shit like they said. Anyone trying to defend actually walking barefoot is a footfag gooner plus gross who knows what you may end up stepping in.

I saw a female Okarun cosplayer wearing footpads at a con. As in pads you stick to your feet. It covers some of the sole but not the whole foot. When I first saw it I thought she stepped in something, but it was her footpad.
Con staff seemed cool with it. But like everyone else is saying, Cons do not allow you to walk barefoot.
