If you're a chef who cooks dozens of meals per day then you need a high quality knife that retains its edge, as well sharpening skills and equipment to service it regularly.
If you're just cooking a couple meals a day at home then you don't need more than a walmart knife and pull through sharpener.

Rusting and chipping are things you need to worry about with cheap knives also. Just wipe the blade off when you're done using it, and don't use your knife to cut frozen foods, bones, or use it to pry things.
