This is probably true. Despite how despicable some of the crew are, they work well as being a necessary evil. They're a lot more reasonable than someone like Two-face who'll decide to kill bank hostages based on a mere coin flip, or the Joker who'd kill them if it was funny.

This isn't to say that he wouldn't oppose them, but he'd stir them into a direction wherein civilians would never be harmed by them. Of course, this should be said, but even in real life the mob in general does NOT want civilians harmed at all, as that could paint a target on their back. This is why Bats is less likely to go after them, as Tony Soprano's crew going around shaking down someone who was baited into one of their gambling schemes is not something Batman would interfere with, as there is likely something worse happening within Gotham.

And also, the crew was already on the decline. If we're to take everything in the show as happening within Batman's world as well, the sopranos crew was gutted by the end of the show. The best mobsters in the crew ended up either dead or being a snitch, Tony himself was looking to be tried in court due to one of his capos turning into a rat, hell, they couldn't even properly shake down a fucking Starbucks store. The sopranos crew was likely heading into making legitimate businesses, as that's what many other mobsters did over time as law enforcement went after them quite hard.
