I think everyone agrees the writing, and perhaps the entire concept, were the problems. But counterpoint.
Animation and writing may be two separate things, but supposing WB was able to secure a top-notch, action-focused animation studio (maybe Japanese), then would they have chosen the writers and showrunners that they did? Would they have gone with the style of humor that they did?
Maybe, maybe not. But I do feel as a whole, TV animation is the way it is today partly because of playing to its technical and talent limitations. You don't write a visual gag cartoon if the animators can't do gags.
