Ah so the Dreamworks equivalent of Wish which released on the same year.

I don't get why they wouldn't make Clueless with sea monsters with her realising she actually enjoyed having Ruby as a friend or at least frenemies.

Even the trailers seemed embarrassed by the blindingly obvious twist so they teased the idea above. Probably one of the few times where fan ships would have arguably made for a much better film.

That was a very late decision and originally they were two separate characters and Chelsea really was trying to avenge her mom's death which Agatha was heavily implied to have regretted doing.

See, that's the really odd thing
Chelsea has a genuinely sympathetic origin story and Agatha herself feels discomfort over her reputation as the "Siren Slayer" which her mom gave her because she could "stack bodies" during the war but Chelsea herself is never suggested to get redeemed in any of the storyboards we saw
She's either imprisoned, has her hair ruined, exiled, etc but never redeemed and the one time she does suggest redemption it's played as a joke and she swims away when it's made clear Ruby doesn't trust her at all at that point
