It's what you find in most electronics after the trafo. Any old laptop, radio, the areas relevant for calculating and diaplaying stuff in washing machines and microwaves, and handheld game controllers are full of them.
Those are the ones with the famous line on their side, picrel. Negative goes to minus side or "it go boom".

Usually you have to take it all apart, remove the top and then the sides which have weird latches but once you understand them it's pretty easy

That capacitor in the op is just a mains filter and is not really needed, i've removed it around 10 years ago (when it exploeded) from my 1994 Miele dishwasher with no issue
The other capacitors can be easily replaced with standard motor capacitors found in any electrics material store (rating doesn't need to be exactly the same)

Uhhh... if you cant figure that out on your own, and you dont have access to a multimeter, you probably shouldnt be fucking around with it anyway. Call a repairman before you shock yourself fucking around with mains voltage. AC in north america can kill you and AC in europe WILL kill you if you make a mistake.

Put it back together. Unfortunately the problem still persists.
The dryer wont turn while the back of the drum gets hot. Any ideas?

Pretty sure that the center tap on the pictogram is PE and the other two are L and N.
But none of this matters as long as you only care about the polarity of the capacitors. Since Mains is AC the capacitors have to be unpolarized and X and Y capacitors are usually (always?) unpolarized.

Electrolytic capacitors are polarized (shrinkwrap will say which is the negative terminal)
t. Just replaced one in kitchen hand dryer (.50€ job (probably 50 more than buying bulk off baba ali), instead of >50 € for new dryer)

Not that I know lol but there you have it.
Anyway, it stopped working, so i pulled it out, but all others I see are the public restroom style bigass ones, and not cheap, even the chinese, so I just fixed it and it's back up and running again now.
