I started working out in January this year. When I started, both my belly and my pecs jiggled when I run. Not bouncing up and down like crazy, but I could feel movement.
A few months later, the pecs stopped bouncing one day. My belly still jiggles a little bit, but noticably less compared to when I started.
With other words:
If your belly jiggles, yes, it's flabby. If a girl's ass bounce as she run, yes, it's flabby.
