Don't use Acrobat if you're just going to open PDFs use something like SumatraPDF instead.
Acrobat is bloat and if you can avoid using it by all means you should.
The people who need to use it are cursed wagies that need to fill in PDF forms, edit PDFs and and sign them.
What I could never understand is how the fuck is Adobe's own Illustrator so bad at opening PDFs, even when editing capabilities are preserved, this shit has wasted so many hours of my life.

I haven't found a way to stop Acrobat from auto-hiding the vertical scrollbar.

I get why they've done it. If you're in Acrobat you're most likely there to edit a pdf. It never made much sense for those tools to be on the right in the old versions as all the options people are there to click on would normally be on the left hand side of the screen, as they are in pretty much every other program.

In Reader the TOC is still on the left.

SumatraPDF is probably a good choice, but I haven't used that in a while, so I can't vouch for it. Good luck!
