How does that even work? If Anon 1 does a crime and manages to hide it from Anon 2 - 10, then those 9 Anons had no means to tell the authorities about the crime of Anon 1.

Technically he did not end feudalism as OP says, merely curbed the power of regional magnates. He also banished the heir, the future King Huiwen, for releasing pigs in the palace in accordance with his principle of punishing all ranks equally and mutilated his tutors for not instructing the boy correctly. In addition to the brutality, the banishment would have been construed as him attempting to position himself as the de facto successor.
This inadvertently benefited Huiwen, since the nobles now lent him their support against Shang Yang. Once crowned he promptly executed Shang Yang under pressure from the nobles, however Huiwen in turn punished the nobles for conspiring against Shang Yang and maintained the law code.
Its utility is demonstrated by Qin state's cubic system of weights and measurements bearing Shang Yang's name and Qin's apparent success in raising and supplying armies and rapidly expanding its territory under Huiwen, who would reputedly honor Shang Yang's grave throughout his life.

Yeah I get that this is just another case of one big shot applying his preferred system onto a state with himself and his cronies being exempt from it. There is nothing new under the sun. I was just applying the logic of "punishment for collective failure" to the head of said collective.
