That still makes the Zhou dynasty roughly the size of Wilhelmine Germany or maybe 4th reich Germany. Nothing to scoff at.
Ands anyway this doesn't answer my question. What are the little dot states? Are they fiefdoms the emperor concedes people he likes and cannot be legally dissolved so they exist nominally separate from the much larger states they are embedded into? What's up with them?
