Relation to labor and capital is more fundamental than some arbitrary measure of being "too rich" A petite bourgeois is just an aspiring haute bourgeois. The entire point of the system is to funnel resources upwards into private hands. The best argument liberals have in favor of this is that it creates enough "growth" to make the pie bigger so that everyone's slice gets still bigger even if they're taking more and more of the pie as a whole. This assumes growth is only possible under private ownership of capital and ignores how relative wealth inequality effects your ability to compete for resources.
