Romania was also divided in the Molotov-Ribbentrop pact and had been a Western ally at the time of the war's outbreak, but Churchill had no problem selling them to the Soviets in the Percentages Agreement

Why not? He declared war over it's invasion. It was literally his casus beli. He didn't go to war over Romania, he went to war over Poland. It's arbitrary, yes, but it's an explanation.

When you read Churchill's writings it's obvious he only valued a handful of countries (France, Poland, and America) that he arbitrarily judged to be in line with his philosemitic sensibilities.
FDR at least had a consistent worldview that big countries (America, USSR, and China) should fuck over small countries. He was overall a more impressive statesman than Churchill so it's not a surprise that his vision ended up winning out
