My dad has been wanting to learn how to draw so I got him a sketchpad and pencils to start. He wants to do landscapes and scenery, something I have little experience with (character artists). So far I've been letting him do his own thing with little obstruction and just find enjoyment of putting his ideas on a page.
My question is, when do I start teaching him the basics? It's been so long since I started that I don't even remember what the basics are. Because he's doing scenery, should I start with shading first?

If he wants to draw landscapes, you should set him up with paunts instead of pencils. Landscape is difficult and unelegant to contour in with pencil. Maybe charcoal could work, but its messy, requires lots of materials, and skill based.
I believe he will have more freedom for expression with the color and layering that paint supplies. Acrylics are the easiest, but watercolor and oils tend to be more beautiful.
Also, when it comes to the fundamentals, it's best not to rush things. Ask him later if he wants to get better, and then provide him the resources. Don't push him into figure drawing. It's a popular area of study here, but not everybody prefers it.

I mean...obviously you shouldn't, unless he's asking for help. It sounds like he has the rare correct idea of Just Drawing, good instincts. Introducing him to the "right way to do it" or showing him a bunch of better artists can easily kill his love of the thing at a critical point. You're actually supposed to spend a lot of time drawing without getting any critique whatsoever, something it's difficult to convince the knuckleheads here of.
If he's happily drawing, consider that a win for now.

if you have little experience with it since you're a character artist, and he's starting it now... why not just learn together? Go to a restaurant with him and do urban sketching. Go on a trip with him to a park and draw trees. I think you have a really nice opportunity to learn something and bond with your parent.
That is, assuming you're telling the truth, seeing as you're not posting your own work in OP.
