I find it jarring that only about 12% of the Mexican population can speak English fluently enough to navigate through daily life and even fewer speak it at a level where they'd be able to work in an English-language professional setting.

We do most of our business with the US and lots of people migrate or frequent the US. You would expect English to be more widespread.

So the vast majority only got a couple of years of English lessons in their early teens and never bothered improving. It should be more common for the younger generations to speak English.

Please, the standards of being bilingual in Ottawa are a total joke. Francophones can get away with barely legible or coherent understanding of English while Anglos have to take classes, get certs and burn spare time+money to get bilungualism pay bumps and several positions. Hell even people raised proficiently bilingual still get shit because they have to "prove themselves".

The extremely low rate of English proficiency in this country is a significant bottleneck for industrializacion. If You don't speak English You can't understand the prevailing narratives in economics/ pol sci and You also cannot be proficient in tech or science ( although programmers are usually pressured to learn English other workers arent). What this country needs is to not allow dubbings ( which is what Nordics already do). Anyone who wants to watch a movie at the movie theater should be forced to do so in English ( ideally on Netflix too).

Japan proves this wrong, they just translate all english knowledge into japanese and that's why only 2% or so of Japan are fluent english speakers

the only ones who really need english in mexico are software and electronics engineers
wealthy farmers and ranchers who are the ones exporting to the USA already know english, and the vast majority of gringo investment is in the north has chicano managers, english isn't necessary even for high-level positions in these companies and most people who know english who aren't engineers end up teaching english or working in a call center, even in north mexico, so there isn't much incentive either
also add to that the fact that most people of the country lives in the south region and rarely has contact with gringos, they would probably benefit more from learning nahuatl than english

The average Jap doesn't speak English well for two reasons
First, Japanese culture is insular, and that cuts both ways. Not only is it difficult to penetrate, but it's also difficult to break out of. So other languages are this odd exotic oddity that they never truly understand.
Second, if they actually do need to speak English, there's a white monkey on staff that can do it for them.

It's sort of like dealing with a group of aliens. They'd love to speak your language, and you'd love to speak theirs, but it's never going to happen fully.

Exactly. The Mexican education system is just embarrassingly bad at teaching English and the incentives to learn it are not there, due to dubbings and translations for movies. The Japanese have an excuse because their language is too distant from English, but Spanish speaking countries dont have a valid excuse.

The world makes fun of Americans for their inability to learn foreign languages, but they have been able to dominate the world in science, technology, economics and pop culture thus making their language the lingua franca. Consequently they dont have to invest time into learning a language, which is undoubtedly more impressive than learning foreign languages.
