No, but it's common to increase the population by millions of people and not build any new hospitals so they get clogged up and you spend 20 hours waiting in the ER.

No, but they do try to offload patients requiring greater levels of care to the municipal health services as soon as possible. Not really a problem though, since that is how the system is supposed to function.
