In the Wizard of Oz book, the Poppy Field is a consistent hazard that you just need to be dragged out of to be cured.
In the movie version, the witch gives a strange monologue about her spell, mixes something in a mortar near her crystal ball, then Dorothy finds herself surrounded by poppy flowers which cause her and the lion to immediately lose consciousness until Glinda uses magic to break the spell.

If these wizards existed since the beginning of time, they would very likely be worshiped as living gods by primitive humans and would rule over normies as magic aristocrats that would tightly control the spread of their magic lineage. Earth kingdoms would be similar to Dark Sun or the Goa'uld from Stargate, a collection of realms entirely based on the personal rule of whichever God-Wizard is stronger, and advanced science and industry would probably never arise

An entertaining curiosity when artillery, nukes and chemical weapons exist. Actually wait. They'd fulfill a similar role to the company level drone operator in that they can recon and call for fire, except magic is on the other side of the call. That or they'd be locked in the water treatment plant, energy plant or industrial incinerator. Imagine them going from medieval nobility with godlike powers to unionized utilities workers.

you'd probably see warfare remain fairly similar up until WW1, with wizards serving as artillery. then suddenly abraxas the destroyer is almost done chanting some sort of gibberish about the fires of avernus just as pvt. billy to put a clean hole through his third eye. though the war crime list would be far more interesting i think, mustard gas would seem like just a more chemical version of spells that already exist at that point so the geneva convention might look pretty fun.

the limited number of magic users would be a bottleneck for everyone and it would be interesting to see to what roles would different nations allocate their valuable wizards

I'm taking into account that there's presumably a finite population of them. Say 1 in 10,000 people have the gene. That means for an army of 100,000, you're going to get around 10 witches or wizards. They can't be everywhere at once and are not expendable. They'd already be a rare sight on a pre-modern battlefield and would get even more rare with technological progression making it even more dangerous.
It only takes is one guy with a rifle getting a lucky shot off on a witch who's distracted surveying enemy troop movements and suddenly you're down to 9.

I believe we overlook the force multiplier they can be for normal troops - not by flying a slow broom into visual range but because of their use in the industry. Rather than a single Wizard on the frontline he could be making rifles of always hitting, potions of regrow fucking limbs and cast invisibility on scouting planes or imbue 1000kg bombs with amplification. A dozen would rearm and refit vehicles in minutes, a hundred could mend your navy after deployment in a few days instead of months. Transporting new barrels and shells to your artillery? Childs play with the mage supported logistics. How do we deal with ptsd ridden veterans? A spell of amnesia for the last year of trauma, good as new.
