I live in and have a small business in a small town and this is pretty bullshit, if anything it's the opposite. Small towns have zilch government budget, often no local law enforcement at all and depend on state police showing up (which will only happen after many hours and only if someone is like, literally murdered). Selectman is either purely volunteer or paid a pittance, meet a few times a month at most. And that's it. Every town (including ours) has at least a few absolute jackasses, crazy loons, lolberts, or whatever who nobody really wants to deal with, in part precisely because there aren't much in the way of formal structures and lots of slack. So people can get away with a LOT, for a long time, until they truly truly force things.

Which is precisely what happened in Heeymeyer's case. In no city would you be able to get away with that crap with zero enforcement for a fucking decade. And of course that's part of the freedom of living in nowheresville. But conversely you're not anonymous and other people value THEIR freedom and property rights as well. It's not the city, people count on at least some effort from everyone. If you want to be a total asshole and burn all your bridges eventually it might come back to bite you.

The comic I linked to goes over it, but even people who sympathized with Marv were traumatized by the rampage. Marv was a transplant and didn't realize the significance of some of the buildings he demolished. The library was a place that everyone had gone to since they were kids. Gambles was a place that everyone in the town shopped at. Also, he still killed one person: himself. Plenty of people in the town liked him and were sad he was dead.

Fuck the newspaper though. It wasn't just that they were biased against Marv, it was a shitty gossip rag that would regularly humiliate other residents by reporting on minor arrests and fines they faced even if it was newsworthy.
