What modernization upgrades would be best for them?

It writes "restores", they're just doing maintenance and adding more numbers. And it's probably they'll end doing something along Turke or simply retire most tracked vehicles in the South (the main area for tanks in Brazil)

The M60s they have are the M60a3 version, which is the most "modern" you're gonna get without physically having to change the tank. Any other upgrades would require physically altering the hull and or turrent. You could probably fit "NEW" fire control systems in there, but the M60A3 is pretty decent for a country like Brazil.

Turks were offering their new turret with the autoloader for the Brazilian M60 if Brazil buys the Tulpar/Safa IFV. The Italians are also offering their upgrade to the autoloader 120mm gun, the latter is more likely as it doesn't require a new turret and the Italians already have joint ventures with the Brazilian MIC

Is that a "5 shermans for 1 tiger" reference? Anyway shit is easy when the threat is medium velocity 75mm equiped shermans. If the Tiger 1 had to face 60mm HV gun shermans then there would be no "tiger panic". Only Tiger extinction since it has enough penetration to rape even the Tiger 2 from 3km away.
