I don't get it, why go through all that effort to get a deal made in the first place? Did they look at their financials and realize they couldn't afford the 24 planes and simply let the deal fall through to save face?

And not only are they actually beefing their air force for real, they're also being smart about it so they don't end up getting fucked over by the logistics and getting a bad rep from manufacturers for choosing one plane and then backing out of the deal after a while.
