Pretty much but buying pure ammonium nitrate powder is the kind of thing that puts you on a watch list. It's a great fertilizer but it's such a good oxidizer that it's very easy to make into explosives. The mix you're talking about is called Ammonal but ANFO is more common. Also, Ammonal is impact sensitive so try not to blow your hands off.

So the government can't practically stop you from creating your own explosives but they can DEFINITELY bust you for handling explosives without a license. They catch you driving with a truck full of explosives, you're Fucked. Even carrying the ingredients can be Probable Cause.

My advice? Have the ingredients shipped separately and then mix and use onsite. Destroy all evidence and Don't Talk About It.
