All I vaguely remember is that the ahow's story started with robot bike races. Sort of like Intial D but with robot bikes. She was special because she was a dancer, and could use her dancing ability to win races.

But then the show went crazy in the 2nd half and introduced government conspiracies, and the military invading cities. I stopped paying attention.

It's clear the author wanted to write about the military and wars. He should have just done that to begin with instead of pretending the show was about mecha bike races.

The manga is better, but Tetsuro Kasahara has never really been praised for his genius storytelling. He just likes slim girls and mecha.

there's definitely a way to have a racing show develop into a story about stuff like war and politics, the two ideas aren't exclusive. Rideback was just rushing it, at least in the anime, I don't know how the manga handles it.

Oban Star Racers similarly was a racing story that had high stakes but it works pretty well there.

It was a manga at first, it's always difficult to adapt a manga into an anime.
You have to cut content to fit into episode time
You have to compress stuff to get full episode without cutting at the wrong time
You have to make artistic choice to stay within budget
You can't introduce/keep characters you won't have time to develop and use.

It's as good at it could get.
The 2D+3D wasn't too bad for the time. Don't know if it aged well outside a few scenes.
