I get that the Gouf wasn't mass-produced because the increase in performance over the Zaku II wasn't big enough to justify the cost, but exactly how much better is it in general?

It feels as if most of the standard Gouf's standout moments were attributed to Ramba Ral rather than the Gouf itself. The ones piloted by mooks came off as pretty inconsequential.

There's really no way to know. The best we can say from performance is that in ground combat, it's still slower than the default Gundam. Ramba Ral was an exceptional pilot, so comparing the units performance, or improvements to the standard Zaku's is very dificult. The onr major improvements the Gouf had over the Zaku was a larger melee weapon and the heat rod (which was capable of restraining heavily armored ms the Gouf couldn't take out normally).

One point towards the Gouf over the Dom is that it has more dexterity. The Dom lives and dies by its hover jets, meaning certain environments would be nearly impossible to traverse properly and the Dom itself didn't seem to be able to walk normally either.

It's also a timing and economies of scale thing. The Gouf was only developed for terrestrial use, it always came off as a bit of a stopgap 'Zaku Plus' kinda thing until the Dom was ready. And of course the Dom gets refit into the space-capable Rick Dom pretty fast. Once those designs are in the pipe it makes more sense to produce the suits suitable for all your AOs.
