Char's skill as a pilot is not consistently potrayed across the various pieces of media in which he appears. Sometimes he'll be godlike and others he's swept aside like a ball of dust by a blithering infant. He's exactly as good as the story requires.

In my head, Char was at the peak of his piloting prowess in the One Year War and his skill in the cockpit degraded after that. He became more of a commander and eventually spiritual/philosophical leader, more interested in bigger picture concepts (such as what it means to be a Newtype) during the Gryps era which culminates in CCA. As a point of comparison, Amuro never loses sight of the world around him, which is why he's the good guy and Char isn't. And also why he's a better pilot.

The point is theyre evenly matched and the fight can go either way, the results only feel inevitable once theyve already transpired, once one of them gains the upper hand in the fight it quickly resolves in their favor, this isn't because one is so much better than the other its just the nature of mobile suit combat being brutal quick and decisive. Once things turn against you there is no coming back.

At least as far as the movie is concerned, I'd say Amuro has a consistent edge over Char throughout their final fight, largely by exploiting engineering shortcomings of Sazabi. But ultimately you're still right, all those minor advantages Amuro builds up are not fight winners until Nu Gundam slices off Sazabi's arm, and you could argue that only happened because Nanai distracted Char over comms.
