Penelope also have another brother name Leucadius, so there's likely be a third Fixed Flight Unit in the third movie. Will the third unit going to be a new creation Gundam or using existing mobile suit like Nu MP as it base structure?

What's the point in story wise to modify a Mass Production Nu Gundam with a "transformable" hip to fit a throw away test flight unit? Also they seem to use the Novel design of Penelope for the flight unit parts.

I know the real life reason. But there isn't a very good in story reason. This unit is completely incompatible with the actual Odysseus. They might as well just built a separate MS

It's just a trainer unit made for Lane to get used to Penelope's handling. The MP Nu is there because that's probably the only MS they have in their inventory with built-in newtype controls for the funnel missiles.
Building a separate MS is pointless because

They had been many instances in Gundam where they built an entire suit to be a prototype. If look closely Alyzeus is actually half of the novel Penelope stuck onto a MP Nu with its original arms and most of the legs. The only thing MP Nu contributed is the main body. I have a feeling the third form of Penelope might be a variation of the novel version

Parts of the Alyzeus look like the Novel Penelope. If they aren't damaged I suspect the 3rd movie would have a repaired Penelope that looks like the Novel version.

It's pretty obvious that Penelope "Custom" in movie 3 is going to use parts from Odysseus, Penelope and Alyzeus and look a lot like Novel Penelope.
Xi's going to get a similar customized version for movie 3 likely with a classic Gundam color scheme.

We already knows Odysseus can be equipped with something called an Argos Unit due to the HG manual. That's the safest bet for movie 3.
Since it wasn't in the novel I was hoping Lane would put up a better fight but since he's still jobbing in movie 2 I'm better off expecting another KWABfest that looks incomprehensible in motion.

In Gundam terms, Minosky particles are to blame. Planes would need to be bigger to mount weapons capable of fighting ms, but they'd need to fly close enough to engage ms. They try solving this with transforming ms, but they seem yo eat up too much fuel and are a nightmare when it comes to maintenance.

They did; the Anksha is only 9 years old during the events of Hathaway's Flash and presumably still in service. Anaheim and the Federation are using a relatively small-scale conflict to test experimental new technology in live combat.

the big advantage of the FFU is that it allows 360 degree movement in the atmosphere, they no longer need to obey gravity. If you watched the movies, Xi Gundam schools a bunch of MS and constantly appears in their blindspots because it does not need to move the same way as jets and other thruster based MS in the sky.

For a simple testbed, proof of concept unit? Where in the world is building a completely new high performance MS compatible with newtype bullshit less expensive and more practical than just hacking together a new hip unit for an existing unit?

You honestly think just using an existing MP Nu is harder than heavily modifying a GM or Jegan. Their frame wouldn't be able to handle it. You'd be right if it was something like the Jesta, since they made more of them and modding it would be much easier.

Half of Nu Gundam's frame shares parts with the Jegan. Amuro designed it that way to save money and for Nu Gundam to be rapidly repaired on the battlefield without waiting for custom spare parts to be shipped from Anaheim. So yeah, a Jegan could probably be modified.
