Welcome to Juarez city... now look at pic related
Cargo train runs right through this buys intersection en el centro.
So if you need to get somewhere sometimes there's a massive cargo train in your way preventing you and making you LATE.
How do you fix that. Not only that it's dangerous. There are no "Train crossing beware" it's just hopefully uou don't get hit by the train

Actually the problem is with the train because it blocks a busy intersection so if you're trying to go somewhere and a big cargo train comes you're going to be late. It's not a well placed cargo train in my view. And it causes a hazard.

Easy. Put a GPS tracker on the train and publish its location so residents can plan their commute around it. And let a speeder drive in front of the train with a big Hermano in it who yells at people to warn them.

That can help safety but it might not be so safe for him. Also... that doesn't change that it can make people have to wait long periods of time for the cargo train to cross a very busy pedestrian zone...
Imagine if Shibuya crossing had a big cargo train sometimes run right through it

I'm stuck... It takes like 20 minutes and that encourages some pedestrians to do dangerous attempts to cross the train as it moves or if it ever stops for a moment

For the train or the people? As a walker by the time you "find an alternate path" you might of well as waited. For instance I waited 20 minutes today. The train briefly stopped and some people did dangerously cross between the cars... you can imagine how this is a major hazard.
So I walked up but then just waited it was futile

About ten years ago, Brownsville/Matamoros built a new railroad that bypassed both cities and created a new border-crossing bridge. The American side abandoned the seven or so miles and the Mexican side abandoned most of it as well. I guess they could blast a connection south of El Paso and abandon the city portion that way.

I dont know what you expect, you built your train yard running dead center into your central district, and good luck getting the Americans to move theirs (sensibly built on the outskirts) to help fix your traffic woes. Unless you want to endure several years of massive infrastructure remodeling to build bridges or some kind of sunken train channel im the middle of downtown the only option I see is bulldozing some of that more open land on the border and trying to put the yard there, then reconfigure the entire local rail network.

Having given it a bit more thought I've come to the conclusion that the most half-assed solution is also probably the best: throw up some elevated prefa pedestrian walkways that can be erected in a few hours with some prep ahead of time and call it a day. Best case scenario I see is building some form of motorcycle and under bridge as well, but I think to accommodate full on automobiles you'd probably have to shut down the rail for too long

But retarded Mexicans obviously weren't able to build around the train tracks like any sensible people would have done and now the tracks are boxed in.
In any case, build an underpass or overpass. There's apparently already a tunnel there for cars.

Yeah, you can't move the tracks. You have two major depots and an international border in the span of 3 miles. You're just going to have to leave the house a little bit earlier. They are capable of doing pedestrian overpasses in other parts of the city though.

Alter where the signals are and how they're operated, so that the train never has a reason to stop in the city. At least like that, the train will fuck off about as fast as it can.
Then the city starts fining the train corp for any stops that happen, or if the passing of the train takes longer than, say, 10 minutes. UP will get the picture fast.

If you cut the part beween Ninguno (doesn't that mean "nobody?") and El Paso, so freight trains no longer have to go through downtown Ciudad Juarez, all the traffic will be redirected into the Clint - Mission Valley branch.

I was the person you responded to, but couldn't the rails outside be El Paso be upgraded and expanded with the additional traffic? There's no practical solution with the line paralleling Av. Francisco Villa, an elevated line wouldn't work due to the railyards on the American side, a sunken line wouldn't work for the same reasons plus the Rio Grande and a smaller waterway (and there's already a tunnel for another road), and building a second deck above the road and railroad is impractical since it means every single building along Av. Francisco Villa would have be torn down and rebuilt, which isn't happening.

The absolute cheapest option would be to add proper lights and gates along the stretch, including stoplights that function differently when trains are passing, "no left turn when flashing" signs, and so on.

Immensely. They're not outdated pieces of shit. EMD only just figured out how to do one inverter per axle and still hasn't figured out how to crank using the alternator. Their new four strokes are so unreliable that they can't build anything new except for export. It's amazing they still exist at all.

Ask your city to build an overpass / underpass. This is where the road goes under the train with the train not being affected by a grade change.
Many cities build an overpass for the train. The train remains at grade while the road goes under the tracks. No real tunnel needed as it is the overpass style of train tracks.
Overpasses are what our cities use here for the major roads crossing the train tracks.
