There has to be an already high level of traffic congestion and population density for it to be feasible, also the place being touristy and hilly contributes to choosing this over expanding other forms of public transport(if you even can expand bus routes even more)

Also, don't forget the asshole factor. Riders will drop stuff on people or houses or cars. People on the ground will harass riders (lasers, bb guns). Vandals will damage the machines keeping you from falling to the ground
