No amount of tire is helping that retard. If you are dumb enough to lock up the wheels going down that hill then you'll do it with any tire including studs. You need to get off the brakes and keep the tires rolling to maintain a controlled decent in thise conditions. Pump the brakes so the ABS will kick back in if the wheels lock and down shift to engine brake too if you can. Winter tires will also help but you have to keep those wheels turning.
