Emissions testing is just an ecu check. If monitors are ready and it throws no codes (even with a test pipe), you still pass and get your emissions stickers.
For the other part, the safety inspection, part of it is verifying you have catalytic converters so even though you passed emissions you would fail for safety. It's retarded as fuck and I hate it
