Some fucking electric car driving cuck keeps plugging his car into a public socket in the apartment parking lot

What should I do to mess with him? Glue the plug? cut the plug? It's technically stealing power, and the apartment has to pay for it, so it will impact our rates. I don't get free gas, why should he get free power?

This. Take an incriminating photo, print it out with the caption "thanks for paying for my charging t. tenant in apartment X" and hang it in the hallway.

Also unplug the cord, wrap the prongs in kapton tape and plug it back in. Non-destructive and extremely annoying.

That's how it worked in all 3 appartment buldings I lived in so far.
Everyone has their own electricity bill coming from their provider, and once a year all tennants pay a share of the building's electricity which is stuff like lights in the hallway or the garage. So if you plug an EV into some random outlet in the garage that cost would go into the shared annual bill. And that would make OP's complaint totally reasonable

that's basically what they do. my last apartment didn't have individually metered natural gas. the landlord allocated the overall cost of natural gas by using a RUBS methodology (which is legal per state law.) it takes into account how many tenants are on the lease and the square footage of the rented unit. a landlord could use the same methodology to allocate common area costs for electricity.

Because level 1 chargers are super slow.
About 3-4 miles range per hour of charging.
Unless you have something weird like a 50amp 120V plug or something.
50 mile charge overnight is abysmal.
That's why it's a humiliation ritual.

Whatever you do it has to be discreet. Do it in a way, that if there is a security camera, where you don't look weird or as if you are doing something. I would think maybe cutting the cord with some sort of razor blade taped to the bottom of your shoe, but that might only scratch the insulating. In actuality you should just send an email to the landlord or whatever and let them decide.

The only way is to calmly ask the landlord, in writing via, if the charging of EVs is being included in your shared yearly expenses. This needs to be done by an attorney so it'll cost you a couple hundred.
