Bought a 5th gen Explorer cheaper because it had a CE light for catalyst efficiency. Proceeded to ignore the light because no emissions checks around here. It went out.

This. I have done this going fully catless and it works. Your secondary (post-cat) O2 sensor is just there to check catalyst efficiency, in 99.9% of cars it is not considered by the ECU for anything else and you don't need it. Just move the sensor away from the pipe, badda-bing.

I've replaced everything that's cheap/easy. I guess next step is dropping the tank or selling the car.

You checked the vent valve and charcoal canister?

Vent valve, purge valve, new gas cap.
Haven't done charcoal canister because a new one was like $400. Was thinking maybe checking for a cracked hose or fuel pump seal or something but I need to drop the tank for that.
