Because the cipher has a "shadow from the sun's position in the sky at a certain date to find the x spot" aspect to it.
So, unless someone in that exact right clock place in Berlin wants to spend every single waking second from when the sun rise to when it sets for an entire year to find when it the clock's shadow reaches the YY location to find the X endpoint spot; you are going to need to know the exact date and time to when that will happen, as every date and time of day the sun's shadow as projected by a standing object will vary.
OP probably knows that additional aspect of the cipher (and keeping it secret, for obvious reasons), but is now trying to open source find the right "berlin" clock and double check his work (that "falsifying" part) with additional minds who might find a flaw in his methods, as well as to try to see if there's more to the cipher than he has uncovered (as every good code has multiple layers and misdirection, even when believed to be solved "for the first time ever").
