Because Russia uses missiles to attack that infrastructure, to shoot down missiles you need ABMs not AA.
The Ukraine war is the reason AA works because Russia has a larger and better air force but Ukraine has so many SAMs that it's too hard to fly over Ukraine without detection or being seen.

I can think of multiple ways where that would be countered
1. You could easily send small, $100 drones towards you to overwhelm your 12 guns (4 battery platoons of 3 guns each)
2. Including loads of $20 Decoy drones, like a string of kites with a heat source in them tied together, which could be used as well to draw away your fire, expose your position, and waste your ammo
4. No strategic context for an assault on a city given. No range, either. Some drones could deploy octopod drones which can approach your positions from behind ground cover and infiltrate.
5. You are wrong about the ammo only costing $750 for the 35mm. It is flak explosive ammunition and the fuses alone are pricey for each round.
At the end of the day 12 guns and all the ammo will cost the state hundreds of thousands of dollars. A drone swarm as I described for the same amount of money would overwhelm those guns.

What limits russia the most is communications and that seems to be improving. Once you get that fixed you can pin point those systems and just strike them with missiles or with other drones that have counters to them.
