No, when/ if Russia does a first strike on us, then it will be against our land based systems and conventional military forces. The Russians have a lot of mobile launchers, so as to prevent their nukes from being destroyed. The USA has a lot of SSBNs. The START treaties limited these weapons systems. The USA was going to build more AABNs than what we had, but START stopped those. Also we had to convert 4 SSBNs to SSGN that could not carry nuclear weapons.

With ABM, a target needs to be overwhelmed with warheads. Pre-ABM, we wanted 3 warheads per target, so if a malfunction happened the target would be 99.99999999% probability destroyed. With ABM, perhaps 100 warheads per target, especially if it is a nuclear weapons system location. This will ensure destruction.

China also said it wanted to have as many nukes as the USA. Russia + China + North Korea will have many more nukes. If Russia launches on us, then will will need to destroy Russia + China + North Korea. Others to watch out for would be Cuba, Pakistan, and Brazil seeing as those they are also with the Russia/ China alliance. Regardless we need enough to kill them all and let the rest of the world fend for itself, after the Northern Hemisphere becomes wiped out.
