Drug prohibition for example got a lot more conservative over time. There used to be no drug laws for most of the 1800s until conservatives got mad at asians and decided to make a law against opium dens.
Similarly, there was way less in the way of enforcing against illegal immigration during the 1800s compared to now. You basically had open borders during the 1800s compared to now.
