Is human to human transmission possible? If so, what's the infection rate? India can't contain anything that's even a bit contagious but if this is humans getting it from bats and not from each other, India will be India and play the 'lots of space Indians' card.

I assumed the meme of the Chinese scientist saying they could wipe out something like 95% of India in two days with biological warfare was just that, a meme, but if you wanted to do it, a deadly virus that's transmitted mainly through fecal matter is a far better way of targeting that population than anything that tries to target something like skin tone.
By targeting behavior that's deeply entrenched in social values and physical infrastructure, changes become impossible to accomplish quickly, compliance will be low with any measures to stop the spread, and it has limited (but not zero) impact outside of that particular group.
