How can you become intelligent if you're low iq? All the specialists I've contacted say it's just effort and dedication, and you should become good through neuroplasticity... But there are others who say intelligence is mostly genetic, so I don't understand. There must be a way.

curiosity is important, you have to want to learn more. look at stupid people, they are content with what they know and don't care about learning anything new.
unless you have brain damage or mental retardation of some kind, no matter what your IQ, you can raise your intelligence
you have to want to understand more. find stuff you're fascinated with and try to learn everything you can about it. read studies and articles, if you encounter a word or concept you don't understand, stop and look it up

Just look for your intellectual ceiling, if you turn out too dumb to become a scientist or engineer you can become a technician.
