Yes, storage is cheap, but remember, you're not storing only those videos, you're storing a bunch of other shit, and while storage is cheap, it's not free, especially when you might need to buy additional big drives.
It can save vastly more than just 2/3 depending on the user aswell as how efficiently it's encoded. If you encode with NVENC H264, sure you're not gonna save much. But if you encode with software using AV1, you can save a LOT.
How much you can save depends on how much each individual cares about the quality. Most who torrent just want better than stream shit, in which case you can compress very hard and still have a significant upgrade over stream shit.
