Two old fogies in a row who lack the energy to do the job. The most telling fact is he is doing this knowing there are cameras there and not giving a shit. He wakes up at one point and drifts back to sleep again. He doesn't give a shit at all because he knows voters don't seem to fucking care in either party.

Even during the 1980s, Trump had pretty severe ADD: the author of Art of the Deal reported that he couldn’t keep Trump’s attention for longer than 20 minutes tops. Ultimately the author just sat in the room when Trump made phone calls.
Now Trump probably has some kind of brain issue; he certainly has declining competencies which he papers over with aggression.
I don’t think artificial party rules will help. Party rules can get changed every convention, and Trump’s people don’t care about rules anyway. The best approach I think would be to have mandatory releases of tax returns and medical reports, like we did informally before Trump. Only the Dems will have to pass a bunch of laws once they secure all 3 branches. The Republicans have and will have little interest in this, except as junior partners to the Dems.

After he left office the announced that he had late stage prostate cancer that had already metastasized to his bones. Bone cancers are incredibly painful. Given the advanced development of the tumors his has likely had them since 2001. During his term his spent an increasingly large period of time sedated or under powerful pain medications. That is why he appeared to have dementia. And why he did not have cabinet meetings. His staff were afraid of someone voting to effect the 25th amendment.

That anon here. Parkinson's is pretty serious, right? It would likely prompt some difficult conversations with HR.
Trump is next level though: as far as I can tell he doesn't read 5 page memos.
Ok, I could have gone into more detail about our last President. Special Counsel Robert Hur probably gave the best assessment:
"We have also considered that, at trial, Mr. Eiden would likely present himself
to a jury, as he did during our interview of him, as a sympathetic, well-meaning,
elderly man with a poor memory. Based on our direct interactions with and
observations of him, he is someone for whom many jurors will want to identify
reasonable doubt. It would be difficult to convince a jury that they should convict
him-by then a former president well into his eighties-of a serious felony that
requires a mental state of willfulness."
It was framed as a partisan cheap shot at the time, but looks much better in retrospect.
