No it doesn't, black people in real life have essentially the same haircuts now that they've had since we first discovered them. That means that in 95% of settings prototypical black people haircuts will be appropriate and his question is legitimate. He even specified "fantasy". As if a black guy haircut in LOTR is going to be different than a black guy haircut in D&D just because of the setting change. Sheesh.

Some black person preached about this in a video I saw, with a hair type that can do afros, you can use any shape you feel like instead of ones designed for straight hair. Go nuts, especially since its fantasy.
Bald, short afro, and big afro are all really cool more traditional aesthetics though.
