That's an anatomical feature called a "dewlap", a flap of loose skin with some fat deposits. A lot of animals have one on their neck.
I know you joke about it being tits, but the dewlap in rabbits is literally a secondary sexual characteristic of sexually mature females. Its purpose is mostly that it's a source of hair which they can pluck off to line their nests.
As anon above said, rabbits have nipples on the underbelly in the usual quadruped spot, like cats and dogs. It's just funny that bunnies also get some sort of booba-lookin' ruff.

It's not her tits, but she is the rabbit equivalent of busty, in that it's a fatty sac that only girl rabbits and fat male rabbits have.
Though it's for making a nice soft nest of shed fur for babies rather than feeding them.

This is a shitpost thread, but the level of detail on rabbits is often a tell for whether something is wrong.
If rabbits seem too simple and boneless, or too aware and thoughtful, there might be a problem with this area.
