If you report it, and it isn't deleted, then it isn't avatar use. Besides, the fact they're posting recurrent, defined characters you don't like doesn't automatically mean they break rules.

You just wish it was against the rules, because you have hateboner on anyone posting a character who isn't a one-time use only.
