It is 100% not micro machines. I looked through all of Kenner microverse too. Running out of micro lines and playsets to check. Its marked A4 on the base.

Could even be from one of Micro Machines original sets, but finding out which one's going to be tough.

I had a US President themed set that came with the Air Force One, a limousine and a helicopter but apparently there was also a version that didn't come with any minifigures, whereas the one I had came with secret service agents.

The problem is there's a lot more than just micro machines and microverse. Back in the day everyone in the business was getting in on the micro craze. For examples both hotwheels and matchbox had lines that had some micro figs in them, like Matchbox Hitch and Haul. I just checked that one and it doesnt appear to be it though. But there's dozens of companies with probably hundreds of lines, just most of them are relatively obscure.
