What is the most 'complete' licensed toyline out there? There are different ways to define complete, but I'd look at it as a line where every possible character you could want is already realized in some way. 3.75 Star Wars stands out as the main example, even if some boomers will disagree that not having Sim Aloo or Tzizvvt or whoever the fuck invalidates the rest of the line.

First what comes to my mind is Jada's Street Fighter 2 line. How many characters are missing? 3? And they shown some prototypes of the missing ones already. I don't count alternate colors as most aint into that.
Jada in general does a lot of figs for their licences. Megaman fans seem to be eating good too.

HG Gunpla I guess, including some of the older 1/144 releases that aren't labeled HG but are technically HG. But man Gunpla has been slacking off lately, the MG and PG grades especially are getting the short end of the stick now.
Marvel Legends was the first that came to my mind though, I respect the consistent commitment to making ultra-obscure but cool characters.

I'd say GIJoe if you count across the 4" scale. Only ones I can think of across the comic (more than 1 issue appearance) would be Cool Breeze and Bongo the Balloon Bear.
